About the PRLA | Bed & Breakfast Inns Council

The Pennsylvania Association of Bed & Breakfast Inns (PABBI) has officially joined forces with the Pennsylvania Restaurant & Lodging Association (PRLA), effective August 1, 2025. This strategic partnership formally brings the state’s independent innkeepers new resources, expanded advocacy, and pronounced visibility – creating powerful new opportunities for growth, support, and success. Read the press release.

With PRLA’s leadership regularly meeting with the Pennsylvania General Assembly, as well as state tourism and economic development officials, B&Bs will have a meaningful seat at the table in shaping policies that impact our industry’s future funding and licensing to tourism promotion. Working together, new educational pathways can be developed that encourage a new generation of innkeepers.

All current PABBI members will automatically become PRLA members on August 1, 2025. Their interests will be represented through a newly established PA Bed & Breakfast Inns (PABBI) Council within PRLA, comprised of current PABBI board members, which will focus solely on advocacy, education, and issues unique to the B&B community.

PABBI Council:

Debra Miller, Chair (Kane Manor Inn, Kane, North Central)
Carl Kosko, Vice Chair (The Inn & Spa at Intercourse Village, Intercourse, South East)
Joe Thomas, Treasurer (Innkeeper Emeritus, Boalsburg, North Central)
Tracy Purdy, Secretary (Three Daughters Inn, Pottstown, South East)
Christine Campbell (The Keystone Inn, Gettysburg, South Central)
Cathy Glenz (The Riverside Bed & Breakfast, Beaver, South West)
Rachel Foster (Apple Pony Inn, Boalsburg, North Central)
Debra Shade (Elmdale Inn B&B, Bloomsburg, North East)

Zak Pyzik, PLRA Senior Director of Public Affairs will lead the PABBI Council that will retain a clear and consistent identity for Pa.’s B&Bs within PRLA. This partnership strengthens our collective voice at every level of government, unlocks new resources, and ensures that the unique charm and impact of our B&Bs is never overlooked.

At PABBI, we believe that hospitality is rooted in a spirit of welcome. As a community of small inns and bed & breakfasts, we strive to create inclusive, respectful, and welcoming environments for all guests, team members, and owners.

Our member properties serve as gathering spaces for travelers from every background, and we are committed to ensuring an individual feels valued and respected. We recognize that embracing all people not only enriches our industry but also strengthens our ability to provide warm, authentic hospitality.

Together, we uphold a standard of mutual respect and understanding, fostering environments where everyone, whether a guest, employee, or innkeeper, can be their true selves. By embracing these values, we aim to contribute to a more inclusive, connected, and compassionate world, one stay at a time.
